Migration

Since its independence in the early 1990-ties, Armenia has been faced with significant emigration flows, forced immigration of ethnic Armenians as a result of the armed conflict with Azerbaijan and migration for economic reasons. With this in mind it does not surprise that migration and asylum management is one of the major components of the European Neghbourhood Policy Action Plan . 

The aim of the cooperation between EU and Armenia is to develop a migration situation which complies with international standards and sustainable human development, by ensuring the protection of the rights and interests of people involved. Recent developments in Armenia that contributed towards a migration situation which will allow for (a.o) legal migration, labour mobility, effective prevention and control of illegal migration and return opportunities  are: the approval of the “Policy Concept for the State Regulation of Migration in the Republic of Armenia” and Action Plan 2012-2016 for the implementation of the Concept, the signing of an EU-Armenia Mobility Partnership on 27 October 2011 and the preparatory work done for the upcoming start (expected end December 2011) of the negotiations on Visa Facilitation and Readmission Agreements between the European Union and Armenia.

Currently the EU Advisory Group is assisting in:

  • Monitoring of and providing advice on implementation of the "Action plan for for the implementation of the Policy Concept for the or the State Regulation of Migration in the Republic of Armenia 2012-2016";
  • Awareness raising initiatives on the Mobility Partnership and Visa Facilitation;
  • Elaborating Terms of Reference for an EC funded support project to the EU-Armenia Mobility Partnership;
  • Advising the State Migration Service in its coordinating role regarding migration management;
